In The Sims 4, all the different dirty aspects that plague your Sims’ households (like puddles, trash, etc.) will give them a negative moodlet. The female clothing/accesory tag will get you where you want to be pretty quick. If you're ok with alpha CC, Studio K is a great place to look. There's a retired CC creator who had a ton of stuff along the lines of what you're looking for - I can't swear their CC still works (though CAS items usually don't break in my experience) but you can still download it here or here. Some favorites: pastel hoodie, skirt, buckle boots, dress, off-shoulder sweater, and if you're interested in objects/clutter, kotatsu and fashion magazines. (Fair warning, you need a mesh for most of it.) They mostly do hair recolors and alien/elf/non-human accessories, but click 5-6 pages back and there's plenty of cute pastel CC recolors.
